Toward the Golden Generation 2045: Regulating the Gig Economy as a Roadmap for Human Resource Development

The rapidly growing gig economy in Indonesia has emerged alongside digital transformation and an increasing population of people in the productive age group. On one hand, the gig economy offers opportunities such as work flexibility, additional sources of income, and the enhancement of digital skills. On the other hand, it also presents a serious challenge, precarity, a condition characterized by low income, long working hours, and the absence of social protection. This situation creates a dilemma: will the gig economy become a driver of human resource development or a trap that undermines the potential of the younger generation. In the context of the demographic bonus toward the Golden Generation 2045, regulation and protection for gig workers are crucial to ensure that flexibility does not turn into vulnerability. This study employs a qualitative approach using a descriptive-analytical method through a literature review to assess the opportunities and risks of the gig economy for human resource development. The findings indicate that without specific regulations guaranteeing the rights of gig workers, the demographic bonus risks being mismanaged and could potentially turn into a demographic disaster.
